[tei-council] Google update

I just had an email from Peter Gorman who tells me that one of the Google
engineers is working on a TEI implementation as 20% of his job and has
corresponded with Peter.

I've told Peter that the members of the Council would be very keen to see
some early results and critique in helpful ways.

Let's see what comes of this, but it is promising.
