[tei-council] renaming <stage> and @stage : the votes

I voted because Lou asked me to, not because I have a strong feeling on 
this.  The group's top two choices were not anywhere close to the top 
two on my list, perhaps because I missed this discussion in Chicago.  So 
I'm fine with whatever others choose.
