[tei-council] renaming <stage> and @stage : the votes

<layer/> is clearly the leading contender, but without a consensus.
If people can't live with layer, I suggest that we have a vote among a
smaller number of candidates with a larger voting pool (i.e. the main
TEI mailing list) once we're ready to circulate the proposal more widely.
The name has to be understood by the larger community, so it's them we
should be aiming for.
