Amazingly, minutes after sending this email, (a day and half 
after noticing the problem with snipurl.com and requesting the 
purl domain), my top-level purl domain has been approved. All 
case-insensitive:

Feature Requests:
/TEI/FR/
e.g. http://purl.org/TEI/FR/2507305

Bugs:
/TEI/BUG/
e.g. http://purl.org/tei/bug/3289468

also:

/TEI
is a partial redirect to http://www.tei-c.org

If anyone has suggestions of other purls to add, please let me 
know.  If you'd like to be added as a maintainer on any of these, 
let me know.

These will be a lot more reliable than snipurl.com since the 
library of congress views them as permanent, and even if they do 
one day die it has the fact that it is a bug and what the number 
is in it (so the actual URL isn't unretrievable, we could run a 
script to change all minutes to one format or other other). ;-)
