[tei-council] TEI Workgroups

The main issue is that workgroups (cf. discussion in Dublin, 2008) are vestigial organs from the past. SIG were supposed to be a kind of flexible umbrella for a wide variety of activity from pure networking, to actually task oriented group (manuscript SIG). Flexibility has become unflexible (if I may say so), but we should probably work this out step by step.
