[tei-council] converting between inclusion and exception ODD

To cater for folks who like this discussion, I have written an XSL transformation which will
generate moduleRef/@except or moduleRef/@include incantations from older-style
ODD specifications full of elementSpec/@mode='delete'

For added amusement, it also converts between @except and @include methods
