[tei-council] tite and namespaces, idle thoughts

Since Perry's here, I'll raise two small points which struck me reading the doc that Apex produced.

 a) I see no reference at all to XML namespaces. What was the deal agreed with them? will the files they produced have namespace decls? or will they be always come with the DTD which adds them by sleight of hand

 b) (totally other direction), what is the convention about small caps? in my world

       <smcap>ANTONIO, SALARINO</smcap>

will produce either all caps or all small caps, not the cap A and S and small caps NTONIO etc 
which I would expect. Elsewhere I see <smcap>Ernest S. Bishop</smcap>, which operates
a different convention.
