[tei-council] now in PDF! (for discussion in Dublin: proposed revisions to definitions of bibl, biblStruct, and biblFull)

While the "I" in "TEI" stands for interchange, there is no guarantee of 
interchange between Microsoft Word and OpenOffice.org.  I'm attaching 
the proposal in PDF format.  There's a greater chance of interchange
