[tei-council] Virtual language-based TEI Guidelines hosts are live but incomplete

Hi David,
I am taking up on this... Thanks  for having implemented this so  
quickly.
I would favor 1.a indeed.
As to 2. It would be good to test this with our Oxford colleagues and  
define the easiest procedure (also from the point of view of  
maintenance).
Oxford: what do you think?
