[tei-council] naming names again (<precision> and <certainty>)

Does anyone object to renaming the much-discussed
@pattern attribute to @select, to indicate
the semantics rather than the datatype? so

 <certainty target="#FOO" select="@bar">

would be the simple usage.

I suggest this because of the undoubted confusion
which will arise about patterns and paths
and so on.
