[tei-council] moving to XSLT 2.0

for those who follow Sourceforge, the Stylesheets2 directory
has been enhanced with XSLT 2.0 versions of all the stylesheets
(we did not have fo and latex before), and a number of errors fixed.
I am gradually testing them, and rewriting code to take advantage of
XSLT 2.0 as and when I see something. Sadly, I cannot yet deliver the
HTML version of the TEI Guidelines using the new stylesheets, something
to do with multiple output files.
