[tei-council] Badging

I think we should be careful not to confuse two types of "badges":

1. Powered by XYZ

2. Valid/conformant XYZ

and I would agree with Sebastian that we aren't in a position to
underwrite #2, so should focus on #1, for branding purposes.

We have an excellent web/graphic designer who does freelance work for us
at UVa Press, and I suspect our director would go agree to sponsor a bit
of his time to work on a design, if that would help.
