[tei-council] Update on <clarification>

Dear all,

I've been working on the <clarification> (SF 2002418)

I think that we need some form of discussion on the topic as I'm  
personally not completely convinced by the form of the proposal. I've  
added to the issue my comments and my alternative proposals and I will  
follow up with the proponents to discuss the issue.
