[tei-council] SIG for dictionaries?

I don't ever remember a SIG for dictionaries. But there is no reason one 
can't be formed! It would take two people to take ownership of it and 
propose it to the Council via me. If you know two or three people who 
want to take ownership, have them get in touch with me.
