[tei-council] docs from Roma (was Re: Galway agenda)

Sebastian,

Is a symptom of this namespace prefixes along the lines of "ns1" in the 
output? I've seen that in the past, but from a build of the HTML docs 
from Subversion sources on one of my machines that I chalked up to not 
having everything configured properly.
