This will be relevant to the Guidelines:

So far as I understand it, the point is to standardize for XML a set of
conventional entity definitions based on those already in use for SGML
and (X)HTML. Sebastian is credited in

 http://www.w3.org/TR/2007/WD-xml-entity-names-20071214/#source

for the original Unicode master file.

I take it that this is not a step toward including all of these entity
names as predefined in XML, but that entity declarations or includes
will still be necessary in order to use them, unlike the case with HTML.
Or is that a possibility?
