It is allowed, at least in the data.numeric case, about which I was
speaking. I see that in the att.measurement case we're talking about
the content of <desc>, where <hi> is not allowed.

Well, yes it's OK, but it seems redundant. Wouldn't
  <desc><num rend="sup">-10</num></desc>
say the same thing less verbosely? Could even provide the normalized
value:
  <desc><num value="1E-10" rend="sup">-10</num></desc>
