Yes, if memory serves, the creation of the HTML title page is hardwired, 
and I assume the same is true for the PDF.  This was done when we were 
experimenting with different formats for titlepages/tocs for the 
Guidelines.  I don't think it was ever intended to stay this way 
permanently though, oops.
