[tei-council] Preface updated

Oops. Noticed a few extra commas in the list of translators at the
end. They are after:
* Angjeli
* Claerebout
* Coënt
* Clavaud
* Pierre
and an extraneous period after "(BIUSJ)".

After those commas have been deleted, either the remaining commas
should become semicolons, or the semicolons should become commas.

Also Taipei and Yokohama are the only place names included in the
affiliations.
