[tei-council] 0.9 freeze release

I'd like to make a 0.9 release on September 24th, with a fairly solid
promise that the schemas won't change in user-visible ways[1]
from then until 1.0.

Any objections to this? Of course we cannot rule out finding
and fixing bugs, but after 24th I'd like to record such changes
individually in a formal way.

[1] changing the name of a class would be OK-ish, for instance
