I am not sure we have gotten to the bottom of it, but Shayne, from
the beach, restarted a couple of processes. The dam burst. We think
there is some sort of spam attack taking place on one or more lists,
and this is causing a queue in which the "good" messages are
patiently waiting. As for not happening to anyone else, this is
strange, because what we are witnessing ss that a single message gets
sent, queued while mailman processes spam, and then eventually sent
on. But ....

I sent an email to one of the lists early this morning and it popped
out late this afternoon. Some of our test messages still have not made it out.

At any rate, we have the university-wide system administrators
working on it, as security is one of their responsibilities and
specialties. Better to let the official computer police take care of
this, as they like this law and order stuff. I prefer life among the
friendly bits.
