[tei-council] CO 3.3.3, entity names

This has a paragraph and a list suggesting that people use ISO entity 
names for
quotation marks in the @rend. This makes me very queasy, a) because it sort
of implies that we support the ISO entities in some way, and b) because
the notation for @rend in the examples (PRE and POST) is not explained
or justified (I guess its some Brown local practice?).  But mostly
because c) its just not the way to work any more, to use entities
to distinguish semantics of the character, surely?

3.2 at the start also talks about entity names in  a way which simply 
does not
reflect modern practice or possibility with normal TEI schemas.

Just wanted to flag this, perhaps simply so that it be
noted for consideration at the next stage;
alternatively  I can propose a completely
rewritten alternative if editors prefer.
