[tei-council] oversimplification: <measure> isn't measured

I don't know what you mean by "limited content model". At present the 
content model for measureGrp is  (text|model.measureLike)*

It would be better if it were (text | (model.measureLike)+) but  as you 
know we're not allowed to do that in XML

These are not special purpose uses. For every one hypothetical person 
who might conceivably want to encode a measurement of blood pressure *as 
a measurement* (rather than just leave it in the text) there are 
countless others who want to record the dimensions of a manuscript. Why 
make life miserable for those users we know we have for the sake of the 
few you might like to imagine we might have?
