[tei-council] oversimplification: <measure> isn't measured

So you would just have <measureGrp> have its limited content model
anywhere in an <msDesc>?

BTW, I consider this a tangent: I still think the important thing is
to restore the general-purpose <measure> to its previous more useful
state, regardless of what happens to the special-purpose uses in
<msDesc>.

(And, for the record, I was talking about MSs that talk about blood
pressures, not those that have them. I actually had the manuscripts
to Harvey's _Exercitatio Anatomica de Motu Cordis et Sanguinis in
Animalibus_ in mind, but (a) he measured blood quantity, not blood
pressure, and (b) I just checked, and according to Wikipeidia his
manuscripts were destroyed during the English Civil War.)
