Well following David's observation, I'd have thought the answer to this
question is always: i.e. even @rend="font-decoration:underline;" is a
description of rendition in the digitally born document, not "how it
should be rendered."

Speaking of digitally born documents and rendition: what do we do a)
about including stylesheet information as rendition information in the
tei-xml document, and b) about declaring the language used in rendition
if the our Born Digital Document is styled using a recognisable
language.

In the case of a) I am not wondering about how to attach a CSS sheet or
the like for output processing, but how to include it as a rendition
description on input: if I have a CSS stylesheet that formats the front
page of the NYTimes, for example, the style information seems to me to
be as much a valid rendition description as "written in a big looping
hand" is for a manuscript.
