[tei-council] Conformance draft: namespace purity

yeah I don't think we should force people to use any particular namespace URI.

If they want to leave it blank that's OK with me ... though what's the conformance status of a schema that includes names which are not in any namespace?

I am reluctant to force people to show an email address
of any kind, though its a nice idea.

I incline to making the box empty by default[1],
but compulsory, with some guidelines on good choices.

[1] and allowing for a way for them to create
elements in the empty namespace...
