[tei-council] adding (non-)Struct elements to <date> & <time>

In the personography proposal, we have put a lot more things into the 
att.datable class.
Traditionally, some of these have used @value to indicate a normalized 
date, others have
used @date. If all these join the datable class, this can provide a 
single unified attribute,
which Matthew and I propose should be called @dateValue.

Does this make sense?
