modules have no direct relevance here. They are not containers
in the TEI source, just placeholders. The order of declaration
of elements is global. so its chapter order which matters.

not really. its just rather obscure.

'frinstance, the infamous <msIdentifier> content model
broke in my tests because the element order
in the chapter was very slightly at variance with the
desired order. so I had to swap a couple of lines around
in the MS chapter. no harm done.
