I would think the other council members should be included in the
discussion and thus added them to the recipients.

We have been going back and forth on this and ended up feeling that
it is a somehow useful distinction. The purpose of the names is to
indicate something about how classes are used and/or why they have
been formed.  We probably will see whether this is useful once all new
names have been assigned.
