haven't you just reinvented <classDecl>? in one of my files I
see

<taxonomy xml:id="Zone">
<category xml:id="z_A"><catDesc>Parte Antica</catDesc></category>
<category xml:id="z_V"><catDesc>Zona Vecchia</catDesc></category>
<category xml:id="z_P"><catDesc>Zona Prima</catDesc></category>
<category xml:id="z_S"><catDesc>Zona Seconda</catDesc></category>
<category xml:id="z_T"><catDesc>Zona Terza</catDesc></category>
    </taxonomy>

which surely has the same effect? tying the code table to the
element name and attribute seems a mildly clumsy way of doing it.
