[tei-council] state of classes etc

Lou asked me to regenerate EDW84, which lists
the elements and the classes they belong to, and vice versa.
I took the chance to clean it up a bit and deliver it as
XML, so its now at http://www.tei-c.org.uk/Drafts/edw84.xml
for you to goggle at.
