[tei-council] trying TEI P5 with oXygen

At first blush, it looks like oXygen 6.1 pays off in its bundling
of TEI P5 experimental. You can do "New from templates", choose
from a range of example setups, and get stuck into writing TEI P5.
If you haven't tried oXygen yet, and are not averse to closed-source
software, give it a try. cool stuff.
