I think "PR disaster" is a little strong. We should try not to make
premature announcements, but if we say in the future, "after further
research, we decided to drop <biblItem> and recommend x instead," I don't
think people will rise up and call for our heads on a stick.

Council members,

Over at the TEI-L, Sebastian posted the announcement for the new
development release of P5.  All looked very nice, except one line,
which caught my eye --

* new <biblItem> element added

Sebastian, if you look at the minutes from the Paris meeting, you will
see that there is no agreement to add (or now, keep) biblItem.  In
fact, we were supposed to debate how the other bibl s can do what
some people think biblItem is needed for, rather than go with
biblItem. Syd is doing some work do evaluate this, but was not ready
last Friday, thus it got postponed.  

It looks therefore like a PR desaster to me at the moment. We should
post announcements like the current one first to the council list for
review and then go public with them, I think.

The other question is what to do now?  I would propose to post an
additional note that explains that biblItem has been added, but not
been approved, so it might go away anytime.  We might then take the
opportunity to solicit opinions about it as well.

What do the other council members think?
