I think "P" is more official, but the reason may be a poor one --
that back in the old days one or both editors used a system that
didn't permit lowercase letters in filenames. For use in the Debian
world I think standardizing on "p" is probably the better way to go.

I think there's a lot to be said for version then aspect, but at
least as far as the /usr/share/xml/tei/ tree is concerned, I don't
think we really have a choice in that Debian already has a pretty
firm plan for where things should go, and we don't want to be the odd
man out.

You are right, though, it does appear a little inconsistent.
