[tei-council] biblItem proposal and discussion

There was some question during the conference call about just where the
discussion around this biblItem proposal could be found. There were probably
announcements galore about this that went by me, but there's a separate
Sourceforge project called "xml-bibliography":

I'll try to summarize the discussion there and bring the proposal
up-to-date.
