[tei-council] new look TEI web site

I'd like to invite you all to visit http://www.tei-c.org.uk/ and have a 
crawl around.

This is the same filestore as the existing web site, but the XML source
is being rendered dynamically using Apache Cocoon. The look has been 
adjusted
to include a standard navigation bar, a breadcrumb trail, and a search box.

Although this is not a content reorganisation, it goes some of the way 
towards
bringing the TEI web site into the 20th century <pause>rant from Lou</pause>

Daniel and his crew at Virginia are looking at replicating the setup
there; if that goes well, we'll be able to offer this on tei-c.org if
it passes tests.

I suggest, unless people think this is a bad direction entirely, that we
allow a 2-3 week test period and then see if its ready for prime time.
