[tei-council] location for council meeting

AFNor is located in a unlovely business park, with no decent hotels 
anywhere near. Laurent's usual recommendation is to find a hotel in the 
neighbourhood of the Gare du Nord (of which there are dozens), from 
which trains for Afnor leave every 10 minutes or so.
