Well, sorta. The value of target= of <ptr> and <ref> (as well as all
the other IDREF attributes) will be a URI Reference, the fragment
identifier of which (i.e., the part after the "#") uses the XPointer
Framework[1].

I have always spoken of them and represented them as one and the
same, but in truth they are entirely separable. If I understand
correctly, neither one has any thwarting impact on the other.
