[tei-council] SO issues, before the deadline!

This seems to be a comprehensive set of proposals, which I would really 
suggest to stabilize for a while (in the same spirit as we decided to 
freeze the ODD mechanisms), so that we can, in particular, communicate 
widely on this to have a feedback from the TEI community at large (cf. 
TEI MM). My only 20 euroCents is that I agree to have a heterogeneous 
addressing system, i.e. I also feel at ease with the 1-origin 
addressing  scheme for match.
