[tei-council] Draft updated

Following a brief discussion with Matthew this afternoon, I have just 
updated the draft at http://www.tei-c.org/Activities/MS/FASC-ms.pdf
to include <head> in the dtd as well as the discussion text!

Matthew has agreed to review this draft and post a brief summary of any 
further changes necessary before we open up discussion to the wider 
world (though, as the SF ticket I circulated earlier today indicates, 
word is already out)
