the 80/20 rule

During our discussions at the Members' meeting, the 80/20 rule came up (80 
percent of the problem is usually solved with 20 percent of the effort, the 
last 20 percent of the problem requires 80 percent of the resources).  Syd 
asked where that rule originally came from.  Here's the source:
