Hoover, JFK, & Sex

According to Seymour Hersh's book, JFK had
a different prostitute in the White House every
day. (Hersh's book is entitled The Dark Side of
Camelot or something of that nature; my knowledge
comes from having read a review of it several months
ago).

I recall that FBI director Hoover hated the Kennedys.
Surely, with all of his investigatory resources, he could
have come up with "the goods" to expose JFK's erotic
adventures.

Why didn't he? Did he calculate that such an expose
would not be met with interest from the mass media?
That the American public would not care about JFK's
sexual escapades? Has America become a more
puritanical society since the early 60s?

Why is Clinton being tormented for his dalliances
when Kennedy wasn't?
