OK, I've experimented with Gif Construction Set (for windows 95)--one of
the packages that creates animated gifs, and that's available from the
URL I sent you. I have a couple of tips:

...on my machine, at least, the Gif construction set *will* successfully
build an animated gif (and it's not very hard) but it won't show them.
Once built, they do display in Netscape 2.0, no problem.

...You don't have to loop an animation to get the effect, but obviously a
looped animation will run longer.

...You need a control block between each new image: a couple of sample
images are shipped with the gif construction kit, and you can examine
them to see how one gets put together--and if you highligh a part of the
file (a control block, for example) and hit edit, you'll see how that
part is set up.

Start with something basic: a couple of images in sequence.
