I apologise for not being more involved in the discussion, but I moved yesterday.

I have looked at the Guidelines, and I think that we are well on our way to having a good “framing document” that
will support our shared activities. As our discussions of the last few days have shown, some language will have to
be added to guide us on voting procedures, though. What has been suggested is a good start:

1. Voting: Votes by the Steering Committee may be called by any voting member, but will normally be called by
the Chair. Under normal circumstances, no vote will be called without at least a week for online discussion and a
further week for the actual vote. A simple majority (for example, three out of five) of the voting members of the
Steering Committee will be required to decide a voting issue.

I think that we need some additional language on the following areas:

A. That it is the responsibility of a voting member of the SC to vote on each issue put forward to vote, and that if
they are unable to vote, they should make arrangements for some sort of proxy, or (in extraordinary
circumstances) that they may ask that the voting schedule be changed.
B. what should happen in the event of a tied vote (it would be far easier if we had an odd number of members of
the steering committee! But as we do not, we need to clarify this).

As we look at the language in the Guidelines, I think it will be useful for all of us to remember that these Guidelines
will facilitate not just new activities, and management/steering committee decisions, but also the framework that
supports the already existing collaborations between ACH/ALLC (and increasingly COSH-COCH), including our joint
conference and our publication, LLC. We already have a very successful track record of collaborating, these
Guidelines are simply codifying this that we already do, and making it possible for us to apply this partnership
model to new activities and organizations!
