AMERICAN LIBRARY ASSOCIATION REPORTS ON STATUS OF SUPPORT FOR
BOUCHER-CAMPBELL PROPOSED COPYRIGHT LEGISLATION
(H.R. 3048, the Digital Era Copyright Enhancement Act)

The American Library Association reported today in its ALAWON Newsletter
that the copyright bill proposed by Representatives Boucher and Campbell
now has the support of 25 co-sponsors in the House.

This bill, the "Digital Era Copyright Enhancement Act" was put forward as a
more comprehensive and balanced response to the Administration's proposed
"WIPO
Copyright Treaties Implementation Act," which has been approved by the
Courts and Intellectual Property Subcommittee and which will be considered
by the full House Judiciary Committee later this month.

>COLLEAGUES; CALLS AND LETTERS FOR COPYRIGHT LEGISLATION
>CRITICAL
>
>Although Congress has been back in session barely seven
>weeks, grassroots contacts with Congress by hundreds of
>librarians and members of the Digital Future Coalition have
>convinced twenty-five members of the House to cosponsor H.R.
>3048, the Digital Era Copyright Enhancement Act, by Reps.
>Rick Boucher (D-VA) and Tom Campbell (R-CA). This landmark
>legislation would update the current Copyright Act for the
>benefit of both information owners and address issues
>critical to libraries -- fair use, digital preservation and
>distance education.
>
>On March 11 a dozen of H.R. 3048's current House cosponsors
>wrote House colleagues seeking further cosponsorship of this
>vital legislation, citing the bill's advancement of digital
>preservation, distance learning and technological innovation
>of all kinds.
>
>These "dedicated dozen" champions of H.R. 3048 need your
>help. H.R. 3048 has yet to receive a hearing, while heavily
>flawed legislation which fails to address fair use, digital
>preservation and distance education has already been
>approved by the Courts and Intellectual Property
>Subcommittee. That flawed bill, H.R. 2281, the WIPO
>Copyright Treaties Implementation Act, is slated to be
>considered by the full House Judiciary Committee later this

>ACTION NEEDED:
>If your Representative is among the twenty-five cosponsors
>of H.R. 3048 listed below, please consider writing or
>calling to again express your appreciation for their support
>for libraries and balanced intellectual property policy.
>
>If you don't see your Representative's name, now is the time

>This potentially landmark bill would update the nation's

>* Oppose H.R. 2281, WIPO Copyright Treaties Implementation
