COMPARISON OF COPYRIGHT BILLS

For those wishing to compare the language and provisions of the
Administration's "WIPO Copyright Treaties Implementation Act" (H.R. 2281)
with H.R. 3048, the "Digital Era Copyright Enhancement Act" introduced by
Representatives Boucher and Campbell in November, 1997, a side-by-side
comparison is available on the web site of the Digital Future Coalition:

Among other differences, you will note that H.R. 3048 has provisions for
Fair Use, Library/Archive Exemptions, First Sale, Distance Learning,
"Limitations on exclusive rights: Computer programs and digital copies,"
and non-preemption by licensing terms, while H.R. 2281 does not.
