Subject: QUERIES: Raymond Williams and Balzac

Can someone identify where Raymond Williams wrote something to the effect
that while a culture is lived (or alive), it can never be reduced to its
artifacts?

Can someone tell give me the citation for Balzac's history of the 13th
arrondisment in Paris? In French and if there is an English translation,
also in English.
