[tei-council] Mods for supporting git

I will. Incidentally, I've set up an automated sync between the Sourceforge
Guidelines and my copy of it at https://github.com/hcayless/TEI-Guidelines.
I'm going to watch it for a while and see how it does, but so far it's
behaving itself just fine.
