Not a prerequisite, but it helps to have the Council have someone who can implement decisions immediately. Most of us
dont do evil, but we are not always responsive.

As I said to martin privately, I regard being an admin on something like this as bringing a duty with it
to respond. If I can’t promise to respond, I shouldn’t be an admin.

but people work in different ways.
