[tei-council] validation of spec files

If you look at the current version of the P5/VERSION file in the repo, 
you'll see that it says "2.7.1a". That's an alpha version. The current 
build on Jenkins servers shows that version too:

We can also use "b" (or full "alpha" and "beta", IIRC). We would use "b" 
or "beta" if we wanted to point some regular users at a pre-release 
version on Jenkins so they could test it ahead of a release. When we do 
a release, we switch to a full version number (so the next would be 
2.7.2 for a minor release, and 2.8 for a major).

The idea is to make useful development versions available for anyone who 
needs them or wants to see them, while we make it clear that they're not 
full releases. I think "alpha" and "beta" would be better than "a" and 
"b" for this purpose. We could also, perhaps, change the page background 
subtly but noticeably to indicate a pre-release version.
